Do You Need Help Paying Rent or Utility Bills?

Renters in need of assistance are encouraged to take the new Iowa Rent and Utility Assistance program’s eligibility precheck tool to determine if they meet the initial eligibility criteria, and if eligible, to sign-up to receive notification when the full application is available, which is currently anticipated to be in late March. Get Help Applying
Coralville Public Library is offering technology, language, and general service help for filling out the City's Utility Assistance Form as well as the application for the Iowa Rent and Utility Assistance Program. Call 319.248.1850 and visit the Library Reference Desk for:

  • Making sure you have the required identification and paperwork
  •  Locating the right forms
  • Computer access, printing and scanning help

Also, there will be Spanish, French, and Lingala translators available at our Rent and Utility Assistance Pop-up events at the Coralville Public Library on:

  • Saturday, March 20, 10:00 am-1:00 pm
  • Tuesday, March 23, 6:00 pm-8:00 pm

Households in Coralville that have been impacted by the COVID-19 pandemic may be eligible for assistance in paying utility bills or rent through the Iowa Rent and Utility Assistance Program.  

Eligible households may receive assistance with up to 12 months of rent and/or utility (electricity, gas, propane or fuel oil, water, sewer, and/or trash removal) payments.  Assistance is available for bills from March 13, 2020 and going forward until September 30, 2021, or until the funds are exhausted.

The Iowa Finance Authority will administer the Iowa Rent and Utility Assistance Program.  The Iowa Finance Authority is expecting final rules from the U.S. Treasury Department in March 2021 and will begin to accept applications at that time.  

The information on eligibility and assistance provided here is subject to change based on the final rules.  Detailed eligibility and application information will be at when available.  

If you need more time to pay your utility bill, please contact Utility Billing at or 319.248.1715, regardless of eligibility for the Iowa Rent and Utility Assistance Program.

Eligible households for the funds available through the Iowa Rent and Utility Assistance Program will:

  • Rent their home
  • Have one or more individuals who has qualified for unemployment benefits OR has experienced a reduction in household income, incurred significant costs or experienced other financial hardship due directly or indirectly to the coronavirus outbreak.
  •  Demonstrate a risk of experiencing homelessness or housing instability, which may include a past due utility or rent notice or eviction notice.
  • Have annual income of no more than 80% of Area Median Income (AMI) for the number of people in the home:
